Rama 0.4: System proxy and PAC support

Rama 0.4 has been released with major new features including system proxy configuration support and Proxy Auto Configuration (PAC) support via JavaScript. The update enables applications built with Rama to respect system-wide proxy settings and environment variables (HTTP_PROXY, HTTPS_PROXY, NO_PROXY, etc.) for the first time, bringing feature parity with how browsers and other applications handle proxies. The release also introduces a JavaScript runtime within a WASM environment to enable dynamic proxy selection through PAC files.
