uv: Deduplicate all files in the wheel cache

The uv package manager has implemented file-level deduplication in its wheel cache using BLAKE3 hashing, storing each unique file in a dedicated bucket and hardlinking them to their original locations. This optimization saves approximately 545.2 MiB (about 10% of cache size) on a local machine, with a minimal performance trade-off of less than 4% slowdown on cold installs and no impact on warm installs.
