Monthly submissions have doubled in just two years (from 20,569 in September 2024 to 40,363 in September 2026), with moderators observing increased numbers of low-quality papers, including thin papers and "salami" submissions broken into multiple parts. The policy serves as a temporary measure while arXiv develops better moderation tools and determines best practices for AI-assisted research submissions.
