All eight Flock license plate reader cameras operated by the Winona Police Department were sawed off and stolen on August 1 in what authorities believe was a coordinated theft, with two additional cameras on the Mississippi River Bridge also taken in the same manner. The theft resulted in approximately $24,000 in losses and is part of a broader national trend of Flock camera vandalism driven by civil liberties concerns about government surveillance. No suspects have been identified, and the investigation is ongoing.
