A new runtime for k and q: l

A new runtime called "l" has been released that maintains full compatibility with k4 and q while providing optimized performance for columnar data structures like tables, dictionaries, partitions, and splays. Users can run existing k4 and q code without modification while benefiting from native qSQL support and optimized columnar tables. The runtime requires zero code rewrites to adopt.
